Established in 2007, Just Solutions provide a bespoke and specialist support service offering a wide portfolio of experience. Our work is conducted entirely in person by our principal consultants, Howard Tolley (Just Solutions Consultants) and Sara Green (Butlin Consulting), supported, only where necessary, by other industry specialists.
In over 12 years working as self-employed consultants, we have successfully delivered over 330 consultancy service contracts. We have worked on projects in a diverse range of fields, including leisure, culture, education, economic regeneration, sport and the arts.

Howard Tolley, Company Director
Howard has over 30 years' senior public sector management experience, as well as having worked for 12 years in commercial practice.
His public sector work has included leisure and cultural management roles in Suffolk, Norfolk, Nottinghamshire, London and South Wales, as well as being the Director of 4 authorities in England and Wales, overseeing a wide range of services including housing, food imports, historic buildings and health.
He was Director of Sport Council for Wales, specialising in facilities development, as well as managing the Lottery Fund for 10 years. This included the delivery of over 400 facilities and 7 national centres.

Sara Green, Business Partner
Sara has over 30 years' experience working in the sports and leisure sector. This includes teaching and lecturing, strategic management as well as serving as a volunteer club secretary and treasurer.
She was National Development Officer for the Amateur Swimming Association Governing Body of Sport, as well as a Sport Facilities and Activities Manager in the North East of England. She also held roles of Sports Council Policy Officer and Senior Manager, Northern Region and London.
Later in her career, as Director at Sport Wales, she was responsible for setting up the Lottery Fund for Sport in 1994 and thereafter distributing over £60m in grants.
Subsequently, as Welsh Assembly Government Head of Sports Policy, she further developed her expertise and knowledge of government and sports policy throughout the country.
