Cardigan Memorial Pool and Hall Trust Feasibility Study

Cardigan Memorial Pool and Hall Trust have been operating Cardigan Swimming Pool and Leisure Complex for over 40 years. The current building houses a 25m swimming pool, therapy/learn to swim pool, badminton court sized hall, studio/activity room and fitness suite.

However, the facility is in need of renovation, with condition surveys over the last 20 years identifying that significant capital expenditure is demanded. In conclusion, it is considered the pool has reached the end of its useful life: recent investigations by specialist engineering consultants reported sub-base movement and microcracking in many areas of the pool floor.


Just Solutions have been engaged by the Trust to carry out a feasibility study into future options for the facility. This will inform a vision and ‘best fit for the future’ model, as well as a supporting business case for a much-needed aquatic facility forming part of a new wellbeing hub that is ‘self-sustaining, environmentally friendly and leading edge’.


The feasibility study will also test the market need and business case for a variety of complementary offers that do not duplicate or displace existing activity, but rather add value and increase footfall. This would deliver the vision for: health and wellbeing, learning, visitor numbers, sustainability and increased footfall.


As well as formal and informal aquatic activities, the Trust are interested in exploring the options for aqua therapy and spa facilities. These would not just have commercial appeal; they could also be used by therapists for appropriate clients on the therapy pathway, helping deliver a sustainable and effective offer.
